Again nicely written, though I've never gone for the Nate Cassidy idea.
But I'm a bit confused as to what Napoleon did to change the whole "too many agents dying" scenario that concerned him? Partners were abandoning each other when they shouldn't have been?
I understand how what he did was a morale booster, but a morale booster isn't quite enough to stop unnecessary deaths.
Just a suggestion here about posting info: Using a pairing usually implies a sexual or romantic pairing to most readers, so be careful about using them in an info summary.
